More information

What is "coincidental to standard operating procedures"?

This phrase means that activities should be carried out alongside normal activities, and in a way that does not substantially interfere with the normal activities. A simple example is for an evaluation of a school program. Observation of classroom activities or the analysis of data generated by the program such as exam scores would be incidental, but interviews with the teacher about their experiences of delivering the program would be an activity above and beyond their normal duties, and would no longer be coincidental.

What is "expressly"?

Expressly is generally defined as having a clear, specific, and well-defined purpose. In this context, "expressly" means that the collection of data is solely for the purposes outlined, and not for other purposes.
